AREAS AFFECTED: Towner, ND
DESCRIPTION: * WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of northeast North Dakota, including the following county, Towner. * WHEN...Until 1115 AM CDT. * IMPACTS...Flooding of low-lying and flood-prone locations is imminent or occurring within the town of Cando. Low-water crossings and roads are inundated with water and may not be passable. Expect many areas of slow moving or standing water. * ADDITIONAL DETAILS... - At 939 AM CDT, Doppler radar indicated heavy rain due to thunderstorms. Flooding is already occurring in the warned area. Between 1.5 and 2.5 inches of rain have fallen. - Additional rainfall amounts up to 0.5 inches are possible in the warned area. - Some locations that will experience flooding include... Cando.
INSTRUCTION: Safety message - Turn around, don't drown. Don't travel through flooded areas. Most flood deaths occur in vehicles. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

Altostratus clouds form at mid to high-level altitudes
(between 2 and 7 km) and are created by a warm, stable air mass which causes
water vapor
to condense as it rise through the atmosphere. Usually altostratus clouds are
featureless sheets characterized by a uniform color.
In some cases, wind punching through the cloud formation may give it a waved
appearance, called altostratus undulatus. Altostratus clouds
are commonly seen with other cloud formations accompanying them.

Cirrostratus clouds are high, thin clouds that form above
20,000 feet and are made mostly of ice crystals. They sometimes look like giant
feathers, horse tails, or curls of hair in the sky.
These clouds are pushed by the jet stream and can move at high speeds reaching
100 mph.
